Documentos necesarios
Online application form (YÖK pre-application form or MEB Equivalence Application Form)
Dónde obtenerlo: YÖK Department of Recognition and Equivalence Services (via e-Devlet) or MEB (e-Denklik system; applications are received by the equivalence centres at provincial/district national education directorates in Türkiye and by education counsellorships/attachés abroad). For higher education (associate, bachelor's, master's), YÖK's FAQ page describes a pre-application through the e-Devlet service 'Yurtdışı Diploma Denklik Ön Başvuru İşlemi', followed by printing and signing the form. For school-level diplomas, the MEB Equivalence Application Form is filled in on MEB's e-Denklik system (edenklik.meb.gov.tr). You always log in yourself; do not share your e-Devlet password or verification codes with anyone.
Formato: Electronic form; for YÖK, a signed printout
Consent declaration, 'rıza beyanı' (YÖK)
Dónde obtenerlo: YÖK Department of Recognition and Equivalence Services. The form is on the 'Rıza Beyan Formları' page of YÖK's recognition and equivalence website. YÖK's page asks for it to be filled in completely, signed and attached to the application documents. It concerns YÖK checking the authenticity of the diploma with the institution in the country of study.
Formato: Signed form
Diploma or graduation certificate and transcript / school report (originals; diploma supplement for EU countries)
Dónde obtenerlo: The school / university that issued the diploma (or the competent authority of that country). The documents are obtained from the institution you graduated from. YÖK asks for originals bearing wet signature and seal, and states that diplomas, transcripts and diploma supplements prepared digitally and printed in colour, without wet signature and seal/hologram/watermark, are not accepted. For MEB, originals of documents such as diploma, transcript, school report and leaving certificate are requested. The exact list in the official pages differs by education level and nationality.
Formato: Original document (wet signature and seal) and a scan to upload to the system
Certified Turkish translation
Dónde obtenerlo: Notaries in Türkiye or Turkish diplomatic missions abroad (consulates). YÖK's document list asks, for documents such as the diploma and transcript, for the original of a Turkish translation approved by Turkish notaries or Turkish diplomatic missions. The MEB Equivalence Regulation says notarised translations are requested when the equivalence centre has no staff who know the official language of the country, and consular approval is required for translations made abroad. The official list governs which documents need translation and how it is approved; see guide «Apostille, consular legalisation and translation» for details.
Formato: Original of the approved Turkish translation
Apostille annotation (for the documents the official lists require it for)
Dónde obtenerlo: The apostille-issuing authority of the country that issued the document. YÖK's 'Working Procedures and Principles' (art. 6) states that an 'Apostil Şerhi' is requested for the diploma, diploma supplement and academic documents and for translations made by a sworn translator abroad; YÖK's application page also stresses apostille for certain countries. MEB's e-Denklik FAQ states that, for documents that confer high-school graduation, an apostille (or, where there is none, approval by the country's education or foreign ministry or an embassy/consulate) is requested. Which authority issues the apostille and how depends on the country that issued the document; see guide «Apostille, consular legalisation and translation».
Formato: Apostille annotation on or attached to the document
Identity document and passport entry-exit pages
Dónde obtenerlo: The authority that issued the ID / passport (for foreign nationals, their own country or the authority that issued their Turkish application ID document). For YÖK, foreign nationals are asked for a photocopy of an ID document issued by their country of nationality or of the passport identity page, plus photocopies of the passport pages showing entry-exit dates during the period of study. For MEB, foreign nationals applying at centres in Türkiye use an 'application ID document' (for example a residence permit document); entry-exit pages of the country of study are also requested with the passport, or, if they cannot be presented, a document showing presence in that country during the education. See the official list for the items that apply to your nationality.
Formato: Photocopy (YÖK asks for colour photocopies) / for MEB, an upload and presenting the original
Written statement of the reason for the application, for foreign nationals (YÖK)
Dónde obtenerlo: The applicant themself (submitted to YÖK). YÖK's document list for foreign nationals includes a written statement showing the reason for applying for a recognition or equivalence document. The applicant writes it personally; see the official list and the application system's instructions for content and form.
Formato: Written statement
Programme-language exam result document (ÖSYM, with verification code; where YÖK requires it)
Dónde obtenerlo: Measuring, Selection and Placement Centre (ÖSYM). According to YÖK's page, if the language of the programme is one for which ÖSYM administers an exam, an ÖSYM result document with a verification code showing at least 60 points, or a document from an exam that ÖSYM accepts as equivalent, is requested. See YÖK's current page for who is asked for it and for any exceptions.
Formato: Result document with verification code
Application fee receipt (YÖK)
Dónde obtenerlo: The YÖK Strategy Development Department account (shown on YÖK's page). YÖK's Denklik Başvurusu page announces the yearly application fee and the account details. When paying, the description must state which request the fee is for (FAQ: 'Adı, Soyadı, Denklik Başvurusu'). The receipt is submitted with the application documents. See that page for the amount; no amount is given here.

Pasos
- Identify the competent authority by the level of your diploma: the Ministry of National Education (MEB, e-Denklik system) for school-level foreign documents; the YÖK Department of Recognition and Equivalence Services for associate, bachelor's and master's degrees. YÖK's page states that doctorate equivalence is handled by the Inter-University Board (Üniversitelerarası Kurul Başkanlığı).
- For a higher-education diploma, check yourself, through the e-Devlet service 'Okul Tanıma Belgesi Sorgulama', whether the institution and programme are recognised by YÖK. According to YÖK's FAQ, equivalence concerns diplomas from institutions and programmes that YÖK recognises; if the query tells you to apply to the Department, YÖK's 'Okul Tanıma Dilekçe Örneği' route applies.
- Read the current document list for your own situation on the official page: YÖK's 'Denklik Başvurusu' page has separate lists by level and nationality plus country-specific notes; for MEB, see the e-Denklik FAQ page and article 5 of the MEB Equivalence Regulation.
- Obtain the original documents the official list asks for (with wet signature and seal) from the school or university that issued them; for the documents where the list requires it, obtain the apostille annotation from the competent authority of the issuing country (see «Apostille, consular legalisation and translation»).
- Have Turkish translations of the documents prepared with the approval the official pages ask for: for YÖK, a Turkish translation approved by Turkish notaries or Turkish diplomatic missions; for MEB, a notarised translation, with consular approval for translations made abroad (see «Apostille, consular legalisation and translation»).
- Prepare the other documents: ID document, passport entry-exit pages, a language exam document if required, the signed consent declaration (YÖK) and, for foreign nationals, the written statement of the reason for applying (YÖK). YÖK also asks for colour photocopies of all documents requested at the application.
- For a YÖK application, pay the current fee announced on YÖK's page into the account shown there, writing in the description which request the fee is for, and keep the receipt.
- Make the online application yourself. YÖK: log in to the e-Devlet service 'Yurtdışı Diploma Denklik Ön Başvuru İşlemi' with your own identity verification, enter the information, upload the documents, print and sign the form, and book an appointment. MEB: fill in the application form on edenklik.meb.gov.tr, upload the documents and choose an equivalence centre. Do not share your e-Devlet password or verification codes with anyone. If you do not have e-Devlet access, learn the current way to apply from the official contact channels of the YÖK Department of Recognition and Equivalence Services.
- Go to the relevant centre on the appointment day with your original documents: YÖK checks the documents on the appointment day and returns them. For MEB, the originals are presented at the equivalence centre. Check the appointment date and time in the details the system gave you when booking.
- Follow the status of your application through the Denklik Başvurusu Sorgulama screen on e-Devlet for YÖK, and through the Başvuru Sorgulama page on edenklik.meb.gov.tr for MEB. If YÖK notifies missing documents, complete them within the stated period (30 days per YÖK's FAQ); since YÖK notifies decisions in writing to the declared address, keep your address and phone details up to date.
Tasas y citas
YÖK: An equivalence application carries a fee; according to YÖK's FAQ page the fee is set every year and published on YÖK's website. You can see the current amount and account details on the 'Denklik Başvurusu' and 'Bilgi Bankası' pages of YÖK's recognition and equivalence website; the FAQ page states that fees paid are not refunded. For school recognition letters, YÖK states that no fee is charged and no appointment is needed. For a YÖK application, an appointment is booked after the online pre-application, the documents are checked on the appointment day, and the page states that the appointment date, not the online application date, is what counts. Timing: YÖK states that processing time may vary by country of graduation, programme, correspondence made and reviews by the Science Field Advisory Commissions; no fixed period is given. MEB: The application is made on edenklik.meb.gov.tr; the MEB pages checked gave no general fee or processing-time statement, and the appointment arrangement may differ by equivalence centre. See the e-Denklik system and the page of the centre you choose for current information.
